failed to register the COM DLL

I am having an issue with some of my clients when we upgraded Solidworks EPDM to the 2015 version. Some of my clients get this error message when trying to use the search tool:

Failed to register the COM DLL

'C:\Users\**the user**\AppData\local\SOLIDWORKS\SOLIDWORKS Enterprise PDM\Plugins\EPDM\{4538C35D-FCAC-31E8-8AE7-E3673C2CBE67}20\CopyShortcut.dll'.

"Access to registry key "HKEY_CLASSES_ROOT\CLSID' is denied."

We had this issue on one client and the IT department decided to just overhaul the computer itself and it resolved the issue. Now another client is having this issue and I am wondering what I need to do to resolve this without wiping computers and starting from scratch.

When I log on as the user on their own computer and follow the path to the .dll file it doesn't exist and I do have view access to all folders on that user.
