I'm just trying to model very basic mouse but filled surface acts very strange, I end up with a shark fin, where I wanted to create a fillet surface curved towards to bottom of the mouse.
Is this what you are after? I am assuming that Sketch17 was supposed to be a guide for the surface, so the first thing I did was edit it and make it extend from end to end. Then I made a Boundary Surface, which is perfect for this job because you have guides in both directions.
