I have one rather basic question: If I were to simulate a hoop pulling down on a hook, should all faces projected to be exerted a downward force be selected to have an external load like this?
Or, should only the faces with which the hoop makes contact be selected, i.e. the center-top one?

Yes I would recommend that.
No need to make too much refinement. Simple use a rectangle with outer dimension equal to hook width/length that will be in contact. For example if it is like a spring then total ht. of the spring for rectangle dimensions.
