to chamfer only part of an edge, you have to do it manually with a swept/revolved/extruded cut. or you can split the model chamfer the edge, and then combine it back together.

Add a Plane
Insert a 3D sketch
Add a 2D profile Sketch
Then Cut Sweep
If you mean make it smaller all along the path I would use Insert face.
Use sweep cut instead.
