I downloaded and opened your part file. Using the measure tool SW2013 says the length is 1.89289221 inches. The measurement shown in your attached screen shot matches the length in the part file.
Take a look at your part file and measure the edge of interest - either with the measure tool or insert a reference dimension. To me it looks like your drawing is showing exactly what it thinks it is supposed to be showing.
The true length of the edge is 1.89 inches.
The projected length of that edge onto the normal face in the drawing view is 1.88 inches. If you want to show the projected length you change the "Dimension Type" in the view property manager from true to projected. If you use projected, make sure to denote that in the view so it is understood.

In general, for a unique view such as B-B, you will need to create a custom view in the part file.
In the part file, select the face noted by the "1" in your attached image. Click the "normal to" view button. If you need to rotate the view while normal to the face press Alt-arrow keys.
Press the space bar to activate the "orientation" dialog. Click on the "new view" icon at the top of the dialog and give your view a name. This view is now available in your drawing view property manager.
