Hi all. I'm trying to model up a hook splice in 2012 and can't figure out the mates. Please see the attached files to show me how to mate this so one end is fixed and the other end swivels in the loop.

I'm pretty sure I got what you wanted. I'm using SW2015, so you wouldn't be able to see what I did if I posted the assembly, but I'll try to explain.
1. Place a Perpendicular mate between the Top Planes of each Part.
2. Place a Parallel mate between the Top Plane of the fixed part and the Front Plane of the second one.
3. Set the sketch used to create the Sweep path to Show, and place a Coincident mate between the sketch point on the fixed Part and the arc from the second Part.
4. Place another coincident mate between the same point from the fixed Part and the highlighted line from the second one.
