Have you tried the usual?
With the usual I mean, reboot Solidworks and/or reboot computer completely.
I tried reboot my pc and solidworks, It doesn't work. Also, I tried to install it on another computer. It still has the same problem.
I truly can't think of any reason why it shouldn't work.
Either something is amiss with the installation or you are doing something wrong without knowing it.
I used Solidworks 2014 in the same computer and had no any problem to create variables just like you did.
Now I input the value and couln't switch to "Evaluates to", when I click "ok" on top right corner, it said "There is a syntax error in the active Equation. Press yes to exit without saving changes, or press No to return to the dialog".

This problem just recently came up as an issue with a Windows update. This forum fixed this exact problem for me:

It is a windows update that wreaks havoc with Solidworks
Suggested fix found in SolidWork KB is
1. Uninstall SOLIDWORKS
2. Rollback update 'KB3072630'
3. Reinstall SOLIDWORKS

I reinstalled windows 7 with very limited updates. Then installed SolidWorks 2015 and it works.
