Can not checkout document doe to "The file is not

Hello,

when trying to check out the document, it comes with a warning "The file is not rebuilt", and "Check out" button is greyed out:

The only way I can make it work is to un-check ALL of these 3 check boxes in "Check Out" options at "Warning" section of my user group settings:

If I un-check only one, or any two of them, the file still can not be checked out (i MUST un-check all three checkboxes marked in red in the message above).

I double checked the folder permissions - check out is allowed

I can not figure out why this is happening - there is not even a forbid possibility for "File is not rebuilt" at "Check out" options. And even if it was, it has the "Warning" sign, not "Stop" sign, so it should not be the reason. Would you please help me?
