I can draw around this part using spline/fit spline but unsure how to turn the drawing into solid
(part is 30mm x 32mm x diameter 8mm at widest point)

You 'll have to use loft with center line path option. Plus you would also have to draw few sketches representing as dia to control the loft and size.

could you give me bit more indepth instruction.
or perhaps you could do a similar drawing for me so i can look at how you did it

Attached is a quick part which may assist (SW 2015 - STEP)
As well I have similar instructions on the Loft and how I created the planes in this thread
crane hook modeling really helped then i just used dome on ends thanks deepak for this worked great
