You could open these in eDrawings and measure (if you've professional version) but no way you can manipulate them i.e. make any changes.
But you can certainly rotate them, hide show, etc.
So if I have a limit distance mate in the assembly I can not move that part in edrawings?
No sorry, you can not. You you can move a part freely and then dock it back to position.
Okay. I have an assembly that i do a 'save as' to edrawings and in the options I choose to make it available for measurement, but then when I open the edrawing I can't measure anything. I noticed that the mark up icon in the bottom right is crossed out too, what do I need to do to fix this?

I found the issue. I don't have edrawings professional/premium. I assumed I have edrawings professional/premium since I have SolidWorks premium. I am very sorry to have wasted your time.

Then you should have eDrawings Professional version. Check if you've not downloaded and installed that.
If you save a SolidWorks file (.sldprt , .sldasm, .slddrw) with a SolidWorks Professional or Premium license active it will embed a license and the file can be measured in a standard (free) version of eDrawings.
