SolidWorks resets toolbar customizations back to default at startup...

My group has 12  machines running SolidWorks 2014 SP5.0.  All are the exact same configuration, being installed with administrative priviliges from the same disk image, and all having the exact same permissions and other settings in group policy.  Six of the systems save toolbar customizations properly.  But with the other 6 systems, both the SolidWorks and add-in toolbars return to their default placement each time SolidWorks is re-started.  Or, if a tollbar was originally off, it turns back off on starup.  Conversely, if a toolbar was originally turned on but was turned off by the user, the toolbar will show again when SolidWorks is restarted.  Before anyone asks or makes the suggestion, yes, our IT guys followed proper procedure of selecting "Customize" from the "Tools" menu before selecting or deselecting the desired toolbars and moving them around.  Again, we all have the exact same setup and permissions, and the IT guys can't figure it out.  IT says there is no startup script for any of our SW copies, and that they did not include any customizations at all to the image installation.  Since all copies are locally installed with local licenses, installing from the image is done in the exact same default manner as if installing from a CD with the shrink-wrap freshly removed.  Any suggestions on how to force SW to retain the toolbar customizations?
