The reason probably the drawing might be using the top level assembly reference.
Verify the reference for drawing under
File-> Find reference.
Checked both in drawings and assembly. There are no references to the top level assembly.

I copied the files to a new pc with 2014 SP2 and he has the same problem I am having.
There is something that is unique to this assembly that is causing it. There are several items in the assembly that are used in multiple assembly above (common parts) but I could not find any references back to the main assembly.

As said previously the assembly or its drawing did not contain any top level references. But the culprit was a different drawing that I did which was referencing the same sub-assembly I was trying to do a pack and go on. This second drawing did contain my top level and other pieces of equipment so I could show all anchoring information for the whole project and installation instructions.
So when I asked to do a pack and go with drawings solidworks got all the components for the sub-assembly as well as everything referenced in my second drawing.
Not a problem, Now you know how to fix it for the future.
