I have done some similar work in the past and SolidWorks native surfacing tools are just not efficient for organic surfaces.
The PowerSurfacing plugin is a good option for some things, but its also possible to use a poly modeler (ie. Blender, ZBrush etc.) and convert the results to nurbs using something like Geomagic or RapidForm.
I had another idea Steve - check 3D Content Central - there are some human models and you might be able to grab some hair.
