You would need to save the folder cards in the respective folders.

No you need not use template for achieving this thing.
Say you have two Folders in the Vault 'Folder A' & 'Folder B'.
You need separate folder cards for both.
What you need to do is create a Folder card for 'Folder A' and Save the card inside the same folder.
Do the same for 'Folder B'.
Thus folder cards of 'Folder A' & 'Folder B' would be separate & independent of each other.

You could set up a datacard with a tab that appears under a specific condition.

For a static folder structure you can save a folder data card in each folder.
However, in some situations you need EPDM to be a little more dynamic, and that is when you start working with tabs in the datacard.
On the parent data card you insert tabs, and give each tab a logic name. On each tab you design the folder card you need, and then you introduce a variable to control the tabs. Now, by user selection or by using a template, the value of this variable (the tab names) will decide which of the tabs is displayed. A little more on the topic here. (EPDM Help)
