I would use equal relations and symmetry about the centre of the part, this way it will keep the number of dimensions to a minimum.
I see you are on a student version so don't think you can open up my model so hear are some screen shots.
Centre line at mid point, off set the centre line 5mm bi directional, equal relation for the R9 circles, trim up.
Make sides of square equal, add 10.5 dia circle, extrude 10mm, add fillets (not shown).
Other people will probably also show you an easier way

When I first started using SW I frequently had a small line hanging out from an intersection going nowhere. It is those lines too that cause you to have open contour warnings. What I used to do is use a window selection around each intersection, if any line turns blue it should be deleted. These lines were very short sometimes.
