if you open a Solidworks Drawing and click the rotate button:

In 2014 rotate button was greyed out, so maybe you should not be able to click the button, but then the button needs to be deactivated.
If I remember correctly we have the ability to rotate the 3D model if are viewing an edrw file, but I do not believe we can do this with a native SW drawings file. I'll need to verify, but I believe you are right that the button should be deactivated for native files as a result. I'll take a look at this as well.
I tested that on a edrw file and you're right I get an 3d-object which I can rotate. BUT, the drawing is messed up afterwards, that means that the other views are not there anymore, border is missing. Background color is gone. A reset will put everything in place again, but the behavior doesn't seem to be right.
