I have an assembly and I created a new part to make offset surfaces of this assembly. When I am done doing it, all created surfaces are referenced as it supposed to.
Then save everything, close my assembly. When reopened same files, new part seems to lost all references.
I added a new part and even edited your part. Both ways the offset surface worked fine and no issues on the broken references.
Can you create a video showing your steps and showing the error. And then I can try to replicate them. I would also suggest you to contact your VAR for further diagnose.

I deleted the post I sent earlier, maybe it will be a problem because they are work related files.
I recorded a video with new files and uploded them also.
First video was going well, I think I did something wrong when saving new parts. Those parts names should not be same as old ones. So I decided to record a second video without making this mistake.
At second video i saved new parts into a new folder. So references should have been ok then, but they are broken again.

I think this is all about making offsert surfaces and referencing them to an imported body.

Is time for troubleshooting. Could you post your file set with the errors present?

Please follow this workflow:
1. Save your assembly and its parts once it finished importing.
2. Run Import diagnostics on each of the parts imported from STEP. If you find any topological errors, fix them.
3. Then insert the new part and do the rest.

Import diagnostics results are fine, there are no faulty faces or gaps.
So, did you follow all 3 steps, especially step #1?
Will need to check the files. Can you attach a sample file here here to check. make sure you include all components of the assembly.
