I need to get a 3D spline to follow the outside edge of a circle. See attached, this is to create a cutting tool. The parts have been made I am just trying to create a drawing for this. It represents a mill cutting tool following the spline path but the tool not rotating just staying on a XY plane. See attached pictures and part file. From the front view it matches what I am looking for but the top view shows it not following the circle.

You ought to be able to get what you want just by adding control points to the spline and tying them to lines to the circle until it looks close enough. Another way to come at it is to insert a projected curve, sketch on sketch. That feature allows you to draw flat projected views of the curve you want and project them onto each other to get a 3D curve. That will be more precise.
I tried using the Project Curve, but could not understand it. What I ended up doing was creating a surface out of the 2 splines. then I extruded the circles on the top plane up to the surface, then I hid the surface. That seems to get what I am looking for.
Use your 3D sketch for the extrusion up to the top plane.
