I have a problem when I want to create a part like rake. But how to bend its teeth up?

One way you could do this part is model it how it would be manufactured and that is........
For the round part use segmented bends that line up with the bottom of the teeth...
are you trying to model a sheet metal part?
If it is just a normal part you can try using the method which I've used in the part attached. I couldn't open your part as I'm using a older version of sw.
What I've attached is just a rough model so pls don't worry about the dimensions or fully defining the sketch.
I modeled it under sheet metal because after that, I'm going to flatten it in drawing to dimension:
If I roll before Fold1, I can not create a sketch bend.

In that case use the swept flange option like Mr Ingvar has shown below.

It can not unfold to draw sketch on it. But, when I combined your instruction and my model, it looks like:
Problem here: In drawing file, there're no ways to flatten to dimension. And as you see, at the bottoms of teeth, no radius bending. It looks like bonding teeth.
Hixx..... I waste an afternoon on this ....

Is your part in the first post the latest you did ? With swept flange ? I did download it again and it looks like the one you started with, no swept flange.

In your case you have 7 bodies.
Use the swept flange like I showed you.
For the cuts you will have to cheat.
