the problem is this is only an appearance and not an actual surface texture that can be dimensionally printed
none of the appearance/textures applied in SW have any effect on the dimensions of the part. if you need the texture to be 2D printed, you will need to model it - either in SW or another program.
Have you tried the "cosmetic hole pattern" under "appearances/miscellaneous/realview only appearances"? It can be modified for a variety of shapes.
