What do you mean without using software? Are you looking to draw it on paper?

in fact i follow solution that i can draw that with hand or with software ..
in solidworks we can sketch 3 circle and fix them and then sketch another circle and using constrain tangent for each circle

With the software you can use the perimeter circle option (in SW) OR TTT option in 2d Cad software.

Given three circles with non-collinear centers:
Draw lines connecting the centers of the three circles.
Locate the midpoints of these lines
draw lines perpendicular to the connecting lines at the their midpoints.
The intersections of these connecting lines is the center of your tangent circle.
Extend one of the connecting lines through the diameter of it's circle. The point where the extension crosses the perimeter of it's circle is a point on the radius of your solution circle
Sweep an arc with your compass pinned to the derived center, passing the other end through the derived radial point.

John, I think your solution only works if the 3 circles are the same diameter. In SW I sketches 3 random circles of different sizes and then made a tangent circle and it does not follow your rules.
I'm trying to think of how the method could be adapted for different sized circles.
