How would you design this part?

I need a perfect d=10.2 mm circle.

I made a d=1mm cutout over the rolled sheet metal, unfold, cutout a d=10,2 mm and fold again.

Is it correct or is there a better workaround?

If I don't make a perfect circle. The punch/laser machining guys will use the laser for cutting the ellipse and obviously is faster and cheaper using punch tools for cutting the circle.

P.S.: If you know how to convert to sheetmetal the first feature I would be very grateful to listen to how :-)
