I need to obtain a flattened blank of the attached part. I can't determine how to accomplish that using the convert to sheet metal tool. Is this possible, or will I need to recreate the part with sheet metal tools?

That is quite a bending job - wow
The part is produced by multiple stamping methods, which aren't really what you would call sheet metal bending. Sheet Metal Bending is a process called Air Bending where you have a top and bottom die.
There is software that can flatten something like this, but not SolidWorks

I agree with John on this. For flattening complex features there are add-ins you can purchase from SolidWorks Gold Partners or you can go with surfacing software like Maxsurf or Geomagic.

To start with, you have done some good work in modeling but I see some other improvements needed to be realistic to unfold and for production tooling.
