Can you please help me how to put circular holes around a cylindrical surface.

Thanks to all of you guys. Actually, I've done it before I was able to get to your answers.
I'll look at them to compare on what I did. But I truly appreciate all your favorable and expert feedback. =D
Create a plane on the o.d. of the circle where you want to start the holes and then put the holes. Then circular pattern the holes around the circumference of the part.
There are several ways, but one way would be as follows:
1. Create a plane, tangent to the cylinder at the spot desired for the first hole.
2. Create the first hole with the Hole Wizard or simple Extruded Cut, using the plane created in step 1 as the sketch plane.
3. Assuming the remaining holes are the same, and that they're at the same distance from the end of the cylinder, use a Circular Pattern to place them.

One is go directly to Hole Wizard and add necessary relations, see image.
Or, make the circle on e.g. the right plane and offset it, see image.
i create a plane in od with tangent but the hole 3d sketch position i mean that point is difficult to locate
