Trying to install SW 2014 - Clean Install on Brand New Computer - Error Code 1603

Trying to install SW 2014 SP4 on my brand new work computer (Windows 7 Enterprise, 64-bit).

I get 20-45% into the install and I get "Internal error: The Windows Installer for this product component did not run as expected: UpdateBrowserData." and "Install FAILED with code 1603".

Everything I can find on error code 1603 involves people trying to update SW on a computer that already has it installed - nothing on completely fresh installs.
