Are you running the template as someone else? Seems like a long shot, but try running it as yourself.
Ask your VAR to export his template that does work, and import it into yours.
Jeff, thanks for the reply. The template is set to run as the logged in user, but I've tried every combination I could think of. My VAR escalated this to a SPR after the issue was confirmed by SolidWorks.
My workaround was to write an app that copies a part file from my root c:\ to the proper vault folder as the new part file. I'll clean this up once I get resolution on the SPR.
