Help you tried contact your VAR before posting question here?
Do you have access to your serial number? If so, write it down then do a clean install. If you search here in the forums, you'll find the instructions on how to do that. Keep your serial number close by so you can enter it when you reinstall SolidWorks.
Where SolidWorks was working, I am going to assume that you are using WindowsXP Pro or Premium, correct?
All of the user interfaces that you are showing are HTML based and dependent upon Internet Explorer, so I would look at something to do with IE as the cause of the issue, either a problem with the installation of IE or some other security setting or something.

I solved my problem caused, in fact by ...Windows Media Player! With Windows FixIT and a lot patience, it's now running well.
