Right click the dimension, then display options\forshortened. In the document properties/drafting standard, you have a couple of choices about how to display them. I don't know what the ISO standard is for forshortened dimensions.

Not sure what dimension display characteristic you're unable to do. If it's the tolerance display, that is available in the dimension properties. If it's the number above the dimension line, I believe that is in dimension options. If it's having the value inside the object, that can be dragged in place provided your object is large enough accommodate the text.
I would to like show as diameter with foreshortened dimensions.
