I do not know of a way to set the default, but if you are on 2014, you can set it to auto flip as you drag the view from one side of the parent view to the other...
I didn't know that. Where is that setting?
When clicking the section view from view tab ->After pointing it on to the view it placed By Defaultly in property tab, there is an Auto-Flip option. The side which you drag the arrow automatically switches from left to right.

Jeremy is correct; the easiest way to control the direction of Section Arrows is to set "Auto Flip" during the creation of a section view. (works in SW2013)
Of course, the arrow direction is set with respect to the placement of the view which in turn is controled by the Drawing View Projection System; Third or First Angle
For those of you who still use the old school method for the creation of section views, the following funtionality applies:
Sketching a Vertical Line:
Top to Bottom - Section Arrows Point Left
Bottom to Top - Section Arrows Point Right
Sketching a Horizontal Line:
Right to Left - Section Arrows Point Up
Left to Right - Section Arrows Point Down
Regardless of the method used, once a view is placed, it no longer adheres to the rule of placement on a drawing with respect to the direction of the cutting plane arrows. The projection system is no longer followed.
Example: (With "Auto Flip" turned on)
Place a section view - The View (and its geometry) and the direction of the section arrows will be correct with repect to the Projection System.
Double Click on the Section Arrow to reverse the direction - The view geometry will update but the placement of the view is now incorrect!
