When changing the dimensions on one side of rectangle, the other side doesnt change automatically (in the rectangle tool), this just started happening, how do i go back to if i change one side the other changes too automatically? thank you

It may be the parallelogram tool, but it's not the rectangle tool. Double check that you're actually selecting a rectangle from the dropdown menu.
It looks like you don't have any relations on the lines or corners. Since the "rectangle" is at an angle to the axes, you need to have perpendicular relations on the lines to keep it as a rectangle. If the rectangle is aligned to the axes, then the horizontal and vertical relations are added automatically and everything works.
To add perpendicular relations CTRL-left-click the 2 perpendicular lines and assign the perpendicular relation.

It may be difficult to diagnose the problem without having the file, but I'll try to help. If I understand you correctly, when you change the dimension for the horizontal side of a rectangle you expect the vertical dimension to change with it (or vice versa)? If yes, then there must have been a relation between the two dimensions, or some other type of relation that caused it, that has been deleted. One dimension doesn't typically affect the other.
If you meant that you change one dimension and the opposite side doesn't change, so that it's no longer a rectangle, then some relations must have gotten deleted that kept the sides equal and parallel.
