No. When exporting an IGES or STEP, it only exports the active configuration.
As Brian said, when you convert into Iges or Step or parasolid , only the active configuration gets converted and you cannot get other configurations.

You can use a macro to export multiple configurations.
There is a macro from Lenny, called DocExport
Saving to an eDrawings file has the option to allow or to include the configurations of the file. However, eDrawings is more or less for looks only and not for manufacturing.
