I have a quote for 2 different systems and I need everyone's input on witch system would be the fastest. I do very little simulation or rendering and use the most current version of solidworks.
If it were me, I'd take the T1700. Actually, that's what I use at work. I'm sure others will have different opinions, but why pay for more when you don't need it?
I agree with Jeff. The 7910 is overkill, especially at twice the price of the T1700.

and it is too slow. My IT department in recommending I go with the 7910.

Does your IT department know that SW will, for the vast majority of time, use only one CPU core? The second CPU in the 7910 would be wasted unless you are rendering or simulating.
At 2.27GHz I'm not surprised the system is too slow. A single CPU overclocked to 4.4 GHz or higher would give you far superior performance.
