Is there a way to change dimensions in a single direction?

I'm working on a part file that someone sent me and a revolved extrusion (I think that's what you'd call it - sorry, I'm a newbie) is 8mm tall but needs to be 10mm tall to match another part of the assembly. However, when I adjust it to be 10mm tall, it wil only grow "up" in a way that covers features above it rather than growing "down" where there is blank space if that makes sense. I'm not sure if it's expanding in both directions equally or just "up" but I need it to stretch straight down. sw_problem.png

As you can see in this crude drawing, I need the 8 to become a 10 but I need those extra 2mm to be added only in the direction of the red arrow, or at the bottom so they don't cover the "surface knit" directly above. Is there any easy way to do this that I'm overlooking? Thanks for the help in advance.
