How to activate the drop down menu of button-Select to specify the distance to display when arcs or circles are selected?

This button is geting greyed on SW 2014. Is there anyone can help me to figure this out? Thank you!

Correct Answer

You need to deactivate point-to-point measurent. 4th from the left side.

  Sorry for the confusion, actually, it is same even if I select the arc or circle. (I just want to illustrate the quesiton what I raised by the screenshot). Thanks for your help!
