i want to make fill surface but always failed to close the boundary using the fix up boundary option, the boundary cannot be patched, so how to fill surface?

click "heal edges" and heal all your outer edges ..and then use "lofted surface" or "fill surface " option to close your surface.

Doesn't neet to heal it better you delete the unwanted face of your model using "Delete Face" command.
Then applly the "Fill/Boundary/Loft suface command" to create your Part model.

delete face command would completely remove your surface. if you have any imported surface , you should go with any other alternative way.
Yes, obviously that's what we required in many state and not for all state.
