I am guessing it's the cold storage option your VAR is thinking about.
You can choose between removing older versions, or moving them to another (backuped) network or disk location.
Then you choose how many versions you want to keep, and yes - there is also an option to "Never move versions with revisions to cold storage".
Now, i am not using this myself but i am pretty sure this means EPDM will maintain the 20 last versions PLUS all revisions.

Just some additional Info
Revisions are not Unique Versions, they are just Versions that where flagged(Labels) as a Revision. When you setup ColdStorage you can specify to keep all the Versions flagged as Revisions. So you can have:
Rev 1 at Version 3
Rev 2 at Version 24
ColdStorage would keep Versions 3 and 24 and Move/Delete all others(depending on your setup)...
Think of setting the Cold Storage limit at something like 100 or 150 versions. There is little need to go as low as 20. I really have not seen much growth in 8 months (we are up to 60 versions on some files). Your situation may be different if you have huge files, but EPDM seems to manage file size pretty well. I set it to simply delete older versions (and keep Revisions), I don't want to deal with an archive, and 100 versions is plenty of history.
