Is it possible to simulate the lure a fishing lure will have while being pulled through water?

I have modeled the lure, attached 15 foot of a thin string to simulate line back from a down rigger.  I have had one semester of Solidworks in school so my knowledge is limited but any help would be greatly appreciated.

 

What I have tried so far putting the assembly in a cylinder and running FloXpress, however that did not show a useful result.

 

Ideally I would be able to fix the end of the string opposite of the lure and simulate water moving past the lure at 2-3 mph and be able to visually see how the lure moves. If this is not possible what is the best I will be able to get?

 

If anyone is familiar with salmon fishing or any other type of fishing where you troll using a flasher/fly combos off down riggers, the flasher is what I modeling.
