I was modeling this wheel, created spoke using two split line and loft, but ran into problem when using circular pattern. Is it because the settings of loft?

I don't know why it is failing, but a workaround that would probably work is to uncheck "merge result" in the original loft so that it's a separate solid body, then pattern the body, then use Combine to merge all of the bodies into one.
You can try marking the geometry pattern.
Or
Try using "bodies" instead of "features" to pattern, if you did not select "merge results" when you created the loft. Then you can "combine" them afterwards.

Geometry pattern
Creates the pattern using only the geometry (faces and edges) of the features, rather than patterning and solving each instance of the feature. Geometry pattern speeds up the creation and rebuilding of the pattern. You cannot create geometry patterns of features that have faces merged with the rest of the part.
