This happened when I got my new computer. No customized keyboard settings will work - neither the ones I had existing, nor any new ones that I create. However, the defaults like Ctrl+Q and Ctrl+S still work.
This is just a shot in the dark, but when you open the Customize dialog box and go to the Keyboard Shortcuts tab I believe there is a box near the bottom that says something like "Restore to defaults". Could that be checked? I'm at home now and don't have SW here, so I can't do a screenshot or double-check, but I'm pretty sure I'm right. Anyway, if that isn't it, and no one else has an answer, I'd advise contacting your VAR for help.
There is only a button to "Reset to Defaults" (not a checkbox). But I know it wasn't reset to default because when I scroll through the shortcut list, it is still listing all the customized shortcuts that I put in. Thanks for the suggestion, though!
I did submit to my VAR, but he did not know where to start, so he sent it to SW. I was just hoping to find an answer here a little quicker because it's driving me crazy.
I'm sorry I couldn't help.
Sounds like a registry permission issue
