Is there a way to create a face surface from a part?

Use the "delete face" command on a solid. It will remove that one, selected face. Then the rest of your solidbody is converted to a surface body. You then have the entire part as a surface rather than solid. So you can do things such as offset and use it for shelling, or just use it as a surface to extrude up to, or whatever.
This is a very helpful technique if you have a highly faceted part that it tough to go around and select every face. If you still need the even the deleted face just pick one that's easy to refill again, such as a planar face or something. I'll often make a copy of a body, then use this technique to get a surface that I can extrude cut towards.
It would be easier for forum members to help out if you elaborate this a bit.
If you are looking for creating a surface to use from a face on a solid. You could use the offset tool and set distance to 0 (zero).
