What is required to make close tolerance overlays to use on optical comparitors?

We currently use Draftsight and, a printer with a .1% line accuracy to produce overlays that we use to inspect features of many of the products that we produce. We have had some success, and some failures depending on the tolerances we are dealing with, and the complexity of the form. The biggest issue we have is that when dealing with the more complex profiles, we are many times unable to bring all features of the profile to the appropriate scale or size simultaneously. I don't know a way to scale the X or Y axis independently of each other. Is that possible? Any help is greatly appreciated. Thanks.
