Is there any way to scale dimension size on screen (larger) in relation to screen , when modeling dimension seems to be to small and it looks that it takes size from detailing font size?

With a part open, go to Tools > Options > Document Properties > Dimensions > Linear (and whatever other typess) and set the font size you want.
If you need this for all parts, open the part document template, make the change & resave the template.

If you are talking about dimensions staying the same size as you zoom in and out, it is an annotation setting.
In the Feature Manager Tree, right click on Annotations. Click on Details...
Check the box "Always display text the same size"
