if you have a network license including "simulation professional" or "simulation premium", then you can change the order in the "SolidNetWork License-Manager 2014". This should be placed above "SolidWorks premium". You can start the license manager from SolidWorks 2014 -> SolidWorks Tools in the start menu.
If you don't have "simulation professional" or "simulation premium", Jeremy is right.

Flow is completely different from a package perspective.
you have swx prem, you have access to static.
if you had a sim pro or simprem add on, you would get access to other types.
in a previous install or version, did you have access to those additional types? Maybe it forgot to add a serial? If you had a standalone addon, it wouldn't be orderable it would just always give you access.
