It could be that part 1 is fixed in place if there are no other mates constraining it, you should see an (f) in front of the part name in the tree if it is. Right click on part in tree or graphics window & select "Float", now try mating. If it still doesn't work how you want, you may need to temporarily fix part 2 in place by right clicking on it in the tree or graphics window & select "Fix". Now part 1 should move to part 2.
Others on this forum may know of another way by pre-selecting certain faces first or holding down a key but I couldn't get it to work any way.

In an assembly the first part is usually fixed, with a (f) in front of it. You can right mouse click on it and select float then it becomes loose. Then you can move the first part with mates to the second.
