I am using a 3d printer capable of printing in full color, but I cannot get any decals to export from solidworks into any format usable but the 3d printer software. Does anyone have any solutions for this?

Decals are 2D bitmap images applied to the surface of your model, just like building a model kit when you were small.
I suspect that in order to color your model as you wish, you'll need to insert colored features into the model.
Have you tried exporting as VRML ? Maybe your 3D printer software can import the .wrl (VRML file) and(/or without) your texture file.
I have a 3D model of myself that yo can see if you play the animation Horse Dryer that can be 3D printed if I hand over the .wrl file and the texture file .jpg
I've tried using VRMLs, and I can get color with them, but no decals. I suspect there is a setting or option somewhere that allows export of decals on the model faces.
