How do you change a default setting to, "like offset surface parameter to zero" or "like sketch fillet parameter to .05?
Is this done in the part template?
System option/Spin box increments will set your default fillet value as well as other command increments. But you will be unable to change your surface offset to zero.
There is no specific command to set the defaults for settings. However, in *most* cases, SOLIDWORKS will remember what you last used for a particular value or setting so it becomes the default for future uses, even across sessions. For instance, I just tested sketch fillet radius and offset surface distance and they both remember the last value you used when creating new ones.

Thank you for your response, yes it does remember this last value as you said, but I'm not sure... and check to see if working in an assembly from a top down design if that still holds true, because of creating a new part in the assy. anyway it would be helpful to change the default setting in some cases as you like. Surface offset to zero would be a big one.
It stores the data in the registry each time the command is used so it shouldn't matter whether it is in the context of an assembly or not. If you would like some other functionality for actually setting default values for fields (instead of it memorizing the last used value), please submit an enhancement request through the customer portal. If we did something like that, since it would be in conflict with the existing behavior, it would probably have to be an option that turns on the alternative behavior and when turned on, each numeric field would have a "Set Current Value as Default" context menu option.
