can we edit the structural member in weldment using design table ...?
The sketch in the .sldlfp file used for the Structural Member function is only copied to the Part, and does not maintain a link back to the .sldlfp file, so yes, you can expand the Structural Member function in the tree and edit the profile sketch, and control it's dimensions with a design table. Does that answer your question?

We observed this but the issue is, if I am using a 1/4" wall x 2" x 2" square tube to create a structure & then just modify the geometry (sketch of section) dimensions, the model is updated, but the name remains the same, so even if I change the dimension to 4" it stays as 2" while naming it in cut list. Any solutions on it ?

I believe that was a problem till 2013 version, they in 2014 they introduced configurations for sketch of the weldments

SolidWorks Weldment Profiles: Now Configurable!
Earlier in 2013, the weldment name was derived from the folder & file name
Now in 2014 & onwards the design table of the profiles have configuration names, this names could be derived from dimensions in the column, & so when you change the dimension the name changes & so it is reflected back in weldment cut list
But I believe that SolidWorks have not supplied such profiles (with configurations), so I believe we have to spend some time to create such profile files
