I suddenly can't vote on Ideas in the "About the Forums" section. Did this go away when the "Top Ten" Idea submission became active, or is it just something on my end?

I'm guessing they have to turn off voting completely on the forums, so they had to disable voting so people couldn't vote on Top Ten, which messes with this spaces/group/area/section/whatever it's called voting.
Per the announcement at the top it is turned off until Dec 15.

I know we can't vote on Top Ten ideas until December 15, but I didn't realize that affected Ideas in the About the Forums section. We could vote on them a day or two ago.
Glenn, Check the date on the announcement Paul posted. It was a day or two ago they turned voting off.
Then maybe someone will explain why we can no longer vote on "About the Forums" Ideas? I thought that was completely separate from the Top Ten Ideas, but maybe not.

That is a correct assumption.
Maybe they thought they were locking votes in just that thread, but it may be a "forum-wide" switch?
