Is there any way to manipulate the properties of a certain part so that it will only count that part as a fraction in the BOM instead of a full part?

For example, if I cut a part in half and I am only using half of that part, I'd like the BOM QTY. to show 0.5 instead of 1, without having to manually change the BOM.

My dilemma is that when I do drawings with PVC plumbing, we use a lot of nipples that have to be cut in half.  I worked around it by creating a new config and doing this (for ex):

But now my boss wants me to do this instead:

But of course I have to manually change the QTY.  Is there any way solidworks can do this automatically?  Any help would be appreciated.
