Because of file format changes in 2015, will the program open 2014 files.?
If not can the 2014 files be converted.?
It would not make logical sense for 2015 to not open 2014 files?
In the bulletin solidworks emailed to me, it read that 2015 wouldn't have backward compatibility with 2014.

You cannot open 2015 files in 2014 (go backward).
That was not your original question (going forward).
SW15 will open all previous version files, but previous SW versions will not open SW15 files.
What the bulletin was referring to was the suspension of the ability for SW14-SP5 to open SW15-SP0 files.

FWIW, that ability should be resumed with SW15-SP5 and SW16-SP0.
FYI, although it is not absolutely necessary, using the Task Scheduler to update/convert existing files to a newer version is recommended to improve performance.
